New York, 21 August.- In a speech delivered otoday at the UN Security Council, the Cuban Ambassador, Rodolfo Reyes Rodriguez, reaffirmed the responsibility of the United Nations to prevent conflicts.

The Ambassador stressed that only the respect for the principles enshrined in the Charter of the United Nations and International Law would enable the prevention of many conflicts.

In like manner, the Ambassador pointed out that the Security Council should play its relevant role in defense of international peace and security, and fail to misappropriate the role granted in the Charter to other main organs of the Organization, particularly that of the General Assembly.

To end with, the Cuban Ambassador rejected the recent plan financed by the U.S. Agency for International Development (USAID), which is contrary to the exercise of the right to self-determination and sovereignty of the Cuban people.
