Geneva, 7 March 2017. On 6 and 7 March 2017, Cuba submitted its initial report to the Committee against Enforced Disappearance under its commitments as a State Party to the International Convention for the Protection of All Persons from Enforced Disappearance as a sign of cooperation with the human rights mechanisms of the United Nations. 

The Cuban delegation was chaired by the Deputy Director-General for Multilateral Affairs and International Law of the Ministry of Foreign Affairs, Ambassador Pedro Luis Pedroso and also made up of other experts from the country in the areas covered by the Convention. 

The Cuban representation presented the wide system of laws and other norms that guarantee the integral protection of persons in Cuba, in accordance with the Convention. He also presented the policies conceived and applied to ensure that, for more than five decades, there have been no cases of enforced disappearances and torture in the country. 

It was recalled that until 1959, enforced disappearances and abuse of the most elementary rights were part of the conduct of the Cuban authorities. This contrasts with the proud record of the Cuban Revolution in compliance with its principles - fully compatible with what is stipulated by the Convention - and which the Cuban people can proudly exhibit. 

Several experts of the Committee acknowledged Cuba's commitment and achievements in the area of ​​human rights, and in particular the protection of the rights to life, freedom and security of the persons. 

At the end of the review, Cuba reaffirmed its willingness to maintain a constructive and respectful dialogue with the human rights treaty bodies to which it is a party, while reaffirming its commitment to continue working and following up on the recommendations received, in line with the reality and the needs of the country.
