Interactive Dialogue with the Working Group of Experts on People of African Descent

Statement by the delegate of Cuba, Juan Antonio Quintanilla Román, in the Interactive Dialogue with the Working Group of Experts on People of African Descent at the 33rd regular session of the Human Rights Council. Geneva, Switzerland, September 26, 2016. 

Mr. President: 

We appreciate the reporting on the 17th and the 18th sessions of the Working Group of Experts on People of African Descent. 

Cuba reaffirms its support for the mandate of this special procedure, which every day is more important against the increase in violations of the rights of people of African descent in many parts of the world, particularly in developed countries. 

We share the call of the Group to strongly reject the negative stereotypes of people of African descent based on ethnicity, religion and origin. We emphasize in particular the need to combat hate speech and hate encouragement disseminated through the media and political statements. It is unacceptable that in the 21st century, and after 15 years of the adoption of the Durban Declaration and Programme of Action, humanity still suffers these phenomena. 

Mr. President: 

Cuba has warmly welcomed the actions as part of the Decade of African Descent people. The country has developed multiple activities. Diligent researchers, activists, members of social organizations and political leaders have formed working groups, held events, published books and promoted commemorations, among many other actions. 

Mr. President: 

To conclude, we would like to know the opinion of the Working Group on the exponential growth in certain developed countries, of deaths of people African descent at the hands of police, which may be showing the entrenchment of racial profiling in those societies. 

What actions the Group considers must be implemented by the international community, included through the Human Rights Council to address this problem and try to reverse it?
